Congressionally Directed Spending Requests - Fiscal Year 2023
Congressionally Directed Spending (CDS) is a program that enables Members of Congress to request direct funding for projects that benefit the communities they represent. Senator Duckworth worked with an Independent Review Board to examine and evaluate projects focused on building infrastructure, stimulating economic development and providing essential services for Illinois communities. This page will be updated on a rolling basis.
In compliance with Senate Rule XLIV and Committee Requirement, Senator Duckworth has certified that she, her spouse and her immediate family have no financial interest in any of the projects requested below.
Following the Independent Review Board’s examination, Senator Duckworth has requested federal funding for the following Illinois projects:
Recipient Name: Army Corps of Engineers (Civil)
Project Location: Illinois
Amount Requested: $49,300,000
Project Purpose: This funding will allow the Army Corps of Engineers to complete the design of the modernization of the LaGrange Lock on the Illinois River, south of Beardstown. It is the next priority project in the NESP program, which will expand and modernize seven locks at the most congested lock locations along the Upper Mississippi and Illinois Rivers as well as fund $1.7 billion in ecosystem restoration.

Project Purpose: The One Stop Shop for Retrofitting Affordable, Resilient Net-Zero Homes is a 2-year pilot program that would focus on retrofitting naturally occurring affordable housing in Evanston, Illinois. The goal is to establish a sustainable and scalable program that will preserve affordability, drastically reduce carbon emissions and maximize local economic impacts on building owners, residents and businesses.

Project Purpose: Funding from this project would help contribute to the construction of a sixteen-bed hospital wing at the CHESI Critical Access Hospital in Cairo, Illinois, which would include a 24/7 emergency room.

Amount Requested: $83,000
Project Purpose: In partnership with the West Carroll School District, the University of Illinois Extension will develop a STEAM hub in Mount Carroll, Illinois. This STEAM Hub project would include computers, digital and 3-D printers, sewing machines and art supplies for classroom instruction and after-school learning. This project funding would contribute to renovating existing space, the purchasing of new hardware, software and tech equipment and the supplies necessary to operate the facility.

Project Purpose: The purpose of this project is to provide funding for the design, engineering and site work for the construction of a new fire station in Mt. Morris, Illinois. The existing fire station has not been updated since the 1920s.

Amount Requested: $1,000,000
Project Purpose: Hamilton Memorial Hospital District is a Critical Access Hospital and municipal government entity located in McLeansboro, Illinois. The purpose of this project is to purchase and implement the Epic electronic medical record (EMR) system thereby allowing for improved coordination and collaboration of patient care across rural health care systems, specifically in the southern Illinois region.

Project Purpose: This funding would support staff and
programming focused on helping people with disabilities who are victims of
violence, and people who become disabled as a result of gun and community
violence.

Project Purpose: This funding would support the
statewide expansion of the Illinois Holocaust Museum's LEAD Training, an
evidence-based initiative providing education to law enforcement personnel
related to good policing, anti-bias practice, hate crime reporting and racial
awareness to improve relations between police and the communities they serve.

Project Purpose: This funding would support the Space
to Grow initiative, which is an innovative response to the impacts of climate
change and historic disinvestment on Chicago neighborhoods, schools and
students. This program would help make sure school communities have a voice in
the design of their schoolyard, provide nature-based and climate resilience
education to foster generations of environmental stewards and work with all the
partners to ensure the green stormwater infrastructure is well maintained over
time.

Project Purpose: The Rapid Employment and Development
Initiative (READI) Chicago program works to strengthen employment opportunities
for underserved individuals vulnerable to falling into gang life or the justice
system through paid transitional jobs, cognitive-behavioral interventions
(CBI), coaching and supportive services. READI is specifically focused on
decreasing their program participant's involvement in gun violence and the
criminal justice system and helps identify viable paths for better life
outcomes.

Project Purpose: This project would fund the
collective design and implementation of a community-driven air monitoring
program to identify and uncover local air quality concerns and disparities
across the City of Chicago. The goal of this program is to help guide public
policy decisions at the local level to spearhead improvements in health and
racial inequity, climate resiliency and renewable energy infrastructure.

Project Purpose: This funding would contribute to the
mHUB Catalyze Initiative, which is a 5-year, $8.6 million effort to reduce
structural barriers to entrepreneurship and innovation in manufacturing for
women and people of color. Developed to tackle systemic problems with
multi-pronged solutions, the Catalyze Initiative bridges the access gap for
underrepresented manufacturers, engineers and small business owners through a
portfolio of programs to combat inequity.

Project Purpose: This funding for the Joliet Junior
College Entrepreneurial Development Center would help foster economic
development within Joliet and the Illinois Community College District 525. This
project would work directly with new and existing entrepreneurs from the
conceptual stage of a business to formal businesses enterprises, assisting
entrepreneurs with education, training and resource identification.

Centreville community residents by addressing the contaminated indoor air and
drinking water in many homes. These unhealthy home conditions, caused by
chronic flooding and wastewater overflow events, are serious public health
issues. This project would be implemented in coordination with the Urban League
St. Louis.

Project Purpose: This project would help fund the construction of
several multi-modal transportation routes, most notably the construction of an
overpass for the Canadian National Railroad tracks with the associated 2-miles
of required track realignment.

Project Purpose: This project would help fund the full reconstruction of
Butler Drive, a key link in interstate commerce, and the adjacent truck loading

Project Purpose: This project would increase pedestrian and bicycle
access from low- and moderate-income communities to major commercial and
metropolitan areas in Normal, Illinois.

Project Purpose: This project would help fund an Illinois Department of
Transportation (IDOT) project to deploy battery-electric paratransit buses and
related charging infrastructure to rural and urban public transportation

Project Purpose: This project would expand the north commercial aircraft
parking ramp to accommodate increased airside activity from the Illinois Army
National Guard. The ramp expansion would provide needed safety separation from
the commercial airline gates and parking locations for Illinois Army National
Guard fixed and rotor-wing aircraft adjacent to ILANG facilities in the
terminal building.

Project Purpose: This project would help improve the accessibility of
the Oak Park and Ridgeland stations on the CTA Green Line.

Emergency Operations Center in Washington County, Illinois.

undersized storm sewers to accommodate the increases in stormwater this area
sees. The location of this project, the intersection of Park St. and Rinn Ave

events.

Project Purpose: This project would help fund the construction of a
Homeland Security Emergency Operations Center (EOC) for coordination of
emergency response activities in the City of Rockford. This center will serve

water-tight modular panel wall system that is installed on a concrete
foundation - to provide flood protection for historical buildings, business

Project Purpose: This project would help enhance capacity at the
Southland Hospitals and Shelters Collaborative Partnership - a group of local
hospitals and social service agencies who collaborate to provide medical care,
emergency housing services and short-term emergency assistance to families who
are experiencing homelessness in suburban Cook County.
